JOB OVERVIEW
The Administrative Officer position is a middle-management role that plays a critical function in ensuring the effective and efficient administration of court operations. The successful candidates will be responsible for overseeing administrative, financial and human resource functions within their respective offices, while ensuring compliance with legislative frameworks, departmental policies and operational standards.
This role requires individuals with strong leadership capabilities, sound administrative judgment and the ability to manage diverse operational areas within a justice environment. The incumbents will work closely with court management, judicial officers and other stakeholders to support service delivery, promote accountability and ensure the smooth functioning of court services.
KEY DUTIES AND RESPONSIBILITIES
The successful candidates will be responsible for managing the financial and human resource components of the section. This includes overseeing staff administration, leave management, performance management processes and ensuring adherence to human resource policies and procedures. The Administrative Officer will also be responsible for financial administration, including monitoring expenditure, managing budgets and ensuring compliance with the Public Finance Management Act (PFMA) and departmental financial instructions.
A core responsibility of the position involves managing the Criminal and Civil Administration sections within the court or office. This includes ensuring that administrative processes support the effective functioning of court operations and that records, documentation and systems are properly maintained. The incumbents will also manage the Family Law sections, where applicable, ensuring that family law services are administered efficiently and in line with departmental guidelines.
The Administrative Officer will be responsible for managing Third Party Funds, Vote Accounts, and Supply Chain Management processes for the office. This includes overseeing procurement processes, ensuring compliance with supply chain management regulations and maintaining proper financial controls. The role also entails managing and administering support services to Case Flow Management, ensuring that court users and stakeholders receive effective administrative support.
In addition, the incumbents will be expected to provide leadership and guidance to administrative staff, promote sound people management practices and foster a positive and productive working environment. Strong coordination, planning and problem-solving skills will be required to address operational challenges and ensure continuous improvement in service delivery.
REQUIREMENTS AND QUALIFICATIONS
Applicants must be in possession of a three-year National Diploma or bachelor’s degree in public administration, Public Management or an equivalent qualification. A minimum of three (3) years’ administrative experience is required.
Candidates must demonstrate knowledge of Human Resource Management, Supply Chain Management, and Risk Management. Sound knowledge of the Public Finance Management Act (PFMA), financial management relating to Vote and Trust Accounts, and departmental financial instructions is essential. Familiarity with BAS, Justice Yellow Pages, and Case Flow Management will be an added advantage.
SKILLS AND COMPETENCIES
The successful candidates must be computer literate, with proficiency in Microsoft Office packages. Strong organizational, problem-solving and planning skills are essential. The role requires sound leadership and management abilities, good interpersonal relations and effective people management skills.
Candidates must be able to work independently, manage multiple priorities and communicate effectively with colleagues, judicial officers and members of the public. A high level of integrity, professionalism and commitment to public service delivery is required.
