POST 01/267 : SENIOR ADMINISTRATIVE OFFICER: PEOPLE MANAGEMENT (PAYROLL AND SERVICE BENEFITS)

Job Purpose

The successful candidate will be responsible for the effective and efficient management and administration of payroll, service benefits and human resource personnel processes within a high-volume staff office at Groote Schuur Hospital. The post requires strong supervisory capability, sound knowledge of human resource legislation and prescripts and advanced experience in the PERSAL system to ensure compliance, accuracy and service excellence.

Requirements

Minimum Educational Qualification:
An appropriate 3-year National Diploma or Degree in Human Resources Management, Public Administration or a related field.

Experience:

  • Appropriate and proven experience working on the PERSAL system

  • Appropriate experience in Human Resource Administration, including all aspects of personnel, payroll and service benefits administration

  • Appropriate supervisory and people management experience

Competencies (Knowledge, Skills and Abilities):

  • In-depth working knowledge of Human Resource practices and processes

  • Sound understanding of relevant legislation, policies, regulations and prescripts applicable to public service human resources

  • Computer literacy in MS Word, Excel, PowerPoint, Outlook and PERSAL

  • Ability to work independently as well as collaboratively within a team environment

  • Strong leadership, organizational, decision-making and problem-solving skills

  • Good interpersonal, communication and conflict resolution skills

  • Ability to manage pressure, meet deadlines and function effectively in a high-volume work environment

Key Duties and Responsibilities

  • Provide support and oversight in the administration of E-Disclosure processes and ORW Declarations

  • Apply and monitor compliance with Occupational Specific Dispensation (OSD) regulations and related prescripts

  • Coordinate, implement and monitor policies, procedures and prescripts relating to:

    • Personnel administration

    • Salary administration

    • Service benefits

    • Commuted overtime

    • Leave administration and general HR processes

  • Ensure effective quality assurance and risk management within the HR function, including audit compliance, accurate record-keeping, database management and reporting

  • Interpret and implement policies, regulations and procedures and provide professional guidance and support to clients, personnel, supervisors and management

  • Manage and oversee PERSAL functions, ensuring accuracy, timeliness and compliance

  • Provide in-service training and development to staff within the relevant section to enhance performance and service delivery

  • Manage and supervise the general staff office, which carries a very high workload and is responsible for all personnel-related matters

  • Monitor staff performance, allocate work and ensure effective utilisation of resources
