1. Job Overview

The Western Cape Provincial Treasury is seeking a qualified and motivated Supply Chain Management Practitioner to join its Procurement and Contract Management division. This role is critical for ensuring that government procurement processes are efficient, transparent and compliant with relevant legislation.

As a Supply Chain Management Practitioner, you will play a central role in managing contracts, coordinating procurement activities and monitoring supplier performance. You will work closely with internal teams and external stakeholders to ensure that resources are used effectively, risks are managed and public sector standards are maintained.

2. Key Responsibilities

  • Coordinate, review and implement the supply chain demand management processes in line with government policies.

  • Render effective contract management services, ensuring that contracts are properly monitored and executed.

  • Conduct risk management and monitor supplier performance both internally and externally.

  • Ensure compliance with the Public Financial Management Act (PFMA), Public Service Act, National Treasury Regulations, and other relevant legislation.

  • Collaborate with team members and management to prepare reports on procurement and contract activities.

  • Provide advice and guidance to internal departments on supply chain and procurement processes.

  • Assist in the development and implementation of supply chain policies and procedures.

  • Work under tight deadlines while maintaining accuracy, professionalism and integrity in all tasks.

3. Qualifications and Requirements

3.1 Education:

  • 3-year National Diploma or B-Degree (or higher) in:

    • Financial Management

    • Supply Chain Management Policy Development

    • Commerce

    • Public Administration

    • Supply Chain Management

3.2 Experience:

  • Minimum of 1 year of relevant supply chain management experience in a professional setting.

3.3 Competencies and Knowledge:

  • Understanding of public sector policies and regulations, including PFMA and Public Service Act.

  • Knowledge of National and Provincial Treasury Supply Chain Management frameworks, instructions, and circulars.

  • Expertise in procurement processes, contract management and supplier performance monitoring.

  • Strong analytical skills and attention to detail for reviewing contracts and monitoring compliance.

3.4 Skills:

  • Excellent written and verbal communication for reporting and stakeholder engagement.

  • Planning and organizational skills to manage multiple tasks effectively.

  • Ability to work independently and meet deadlines under pressure.

  • Teamwork, collaboration and leadership skills.

  • Preparedness to work overtime or extended hours if necessary.
